The Bureau of Prisons locator covers people in federal BOP custody from 1982 to the present. A historical result can show a release date and a released or not-in-BOP-custody condition. Copy the exact result. “Not in BOP custody” can involve release, transfer, writ, community placement, or another status depending on the record. Ambiguity requires BOP confirmation.

Search BOP Release Status
The locator supports name searches and identifier searches. Identifiers include register, DCDC, FBI, and INS numbers. An identifier is the best way to separate similar names. A name result still needs comparison with age or other public details and the federal case.

- Open the matching result and record the register number, status wording, and release date shown.
- Compare that record with the federal docket and the known custody sequence.
- Contact BOP when “not in custody,” a date, or a placement is unclear.

USMS Federal Custody Records
The U.S. Marshals Service handles federal pretrial prisoners and movement among courts and contract facilities. It does not offer a general public real-time roster like a jail booking feed. A federal defendant temporarily housed at a local or contract facility may not yet be a designated BOP prisoner. BOP can therefore be premature.
Use the federal court case, counsel, and the responsible USMS district for the pretrial stage. Once BOP designation occurs, switch to BOP for custody and historical release information. A county release entry naming USMS is a transfer of custody. It should not be described as freedom from confinement.
Note: The agency named as the receiving custodian determines the next locator, even when the physical departure occurred at RCDC.
Roosevelt Federal Transfer Records
RCDC may document that a person left county custody for a federal authority. The county record should be requested with the actual release time, type or authority, and receiving agency. If USMS appears, follow the federal pretrial route. If BOP appears after designation, use the locator. If ICE appears, use immigration channels instead.
A federal court order may explain the move, but it may not record the exact jail departure time. Reconcile the county release entry with the docket. A dismissal or bond action in one case does not defeat another hold. The phrase “released by Roosevelt County” must always be paired with the destination.

For a federal pretrial person, use the responsible U.S. Marshals district, federal court file, or counsel instead of contacting a random BOP institution. For a county release record, contact Roosevelt County. Each agency can certify only its own part of the custody chain.
BOP Release Versus Placement
Community placement, a writ movement, transfer, and release are not interchangeable. A person may leave a secure institution while remaining in BOP custody or another legal status. The locator’s exact term and date should be retained, followed by verification where the consequence of an error is serious.
Likewise, a projected date is not actual release. Court action, sentence computation, credits, detainers, and later cases can affect timing. The federal record should state the fact that is known: current BOP status, historical release date, transfer, or unresolved placement. Do not broaden it into a statement about all custody systems.
Federal Release Channel Sweep
Use all documented federal channels in sequence. The county release record establishes departure from RCDC. The federal docket establishes case authority. USMS handles many pretrial placements and movements. BOP covers designated inmates and historical federal records since 1982. ICE ODLS applies only to immigration detention. None is a substitute for the others.
If a locator is silent, check spelling and identifiers, confirm the agency, and examine the case stage. Silence may reflect scope, timing, or data differences. It is not proof that the person was released, discharged, or never held. Save access dates because status can change.
Federal Release Record Proof
A strong federal release confirmation joins identity, the exact BOP status, the displayed release date, and the federal docket. When the person came from RCDC in New Mexico, add the county release entry and receiving agency. This sequence distinguishes release to the community from handoff to a federal custodian.
Use plain, bounded wording. “RCDC transferred the person to USMS” is accurate when the record says so. “BOP lists the person as released on the displayed date” reports the federal result. Neither statement should be changed into a claim about ICE, NMCD, or every possible hold without those records.
BOP Historical Release Limits
The BOP locator’s stated historical coverage begins in 1982. That boundary matters for an older federal custody episode. A missing pre-1982 result cannot be treated as proof that no federal confinement or release occurred. Use the federal court file and the appropriate agency records route for history outside the locator’s advertised range.
Even within the covered period, search by register or other identifier when possible. Name spelling, aliases, and similar names can create false matches or missed results. Preserve the register number beside the status and date. A public result is a finding aid, while the responsible federal record supplies context when the displayed phrase is unclear.
USMS Release Placement Limits
A person in federal pretrial custody can move between a court and contract facilities under USMS control. The physical building does not change which sovereign holds the person. There is no researched public USMS jail-style locator for these movements. Federal court entries, counsel, and the responsible Marshals district are the documented route before BOP designation.
After conviction, designation also takes time. The person may leave a county facility for USMS and still not have a stable BOP placement. Search timing should follow the case stage. Recheck BOP once designation is plausible, but never convert an early blank result into a release statement. If the county destination field says USMS, the only supported conclusion is that county custody ended in a federal handoff.
BOP Release Date Context
A displayed BOP release date belongs to the matching federal record. It should not be copied into the RCDC episode or used as the date a federal court ordered release. Processing, movement, and the legal record can carry different dates. Preserve the label and access date, then compare the federal docket when exact authority matters.
