NMCD Release and Transfer Records

NMCD administers state prisons and statewide probation and parole. Roosevelt County residents sentenced to state imprisonment may be classified and placed anywhere in the system. When RCDC sends a person to NMCD, the county release entry marks departure from the jail, but state custody has begun or continued. The NMCD admission, location, status, and later release records supply the next stage.

A prison departure can lead to parole or another supervised status. Physical release and unconditional discharge are not synonyms. Parole is conditional release from prison while legal supervision continues. Probation follows a court sentence and can occur without a prison term. Discharge refers to completion as recorded by the responsible authority. Preserve the portal’s exact wording.

Search NMCD Release Status

The NMCD Offender Search accepts a first and/or last name or an NMCD number. Compare the returned identity before relying on any status. The embedded search also offers optional age limits and an Offender Status choice of Active, Include Inactive, or Absconder Only. Include Inactive is useful for historical research, but “inactive” is only a filter. It is not proof of release or discharge.

1. Enter the legal name or NMCD number and open the matching record.
2. Compare the name, number, public identifiers, offense material, and location.
3. Copy the exact custody or supervision status and every date label shown.
4. Contact the institution or listed probation/parole office to verify current movement or legal status.
5. If the needed release date is absent, use the judgment, eligible Victim Services route, institution, and OMS calculation record.

NMCD Search Record Fields

Adult Prisons Division information updates nightly, with up to 24 hours allowed for information to appear. Probation and Parole search information updates in real time. Even then, NMCD tells users to verify location or legal status with the institution or supervision office because people move. A person’s disappearance from results may be technical and does not prove release.

The public search does not promise that every historical discharge remains visible or that every result contains an actual or projected release date. Never create a universal field label from an individual result.

NMCD Release Date Calculations

Offender Management Services validates the judgment and sentence, computes the proper release date, posts earned and forfeited credits, and tracks the person from intake through release. A court imposes the sentence. NMCD administers the state calculation. Presentence credit, concurrent or consecutive terms, earned deductions, forfeitures, amended judgments, vacated counts, disciplinary action, parole decisions, detainers, and new cases can move a date.

New Mexico’s Earned Meritorious Deductions Act applies to NMCD custody. Current law permits no more than four days per month for a serious violent offense and up to thirty days per month for a nonviolent offense, with separate rules, exclusions, and possible lump-sum awards. The common “85%” phrase is inaccurate. The official annotation explains that four days per month yields roughly 86.85% to 100%, depending on credits and circumstances.

County-jail good time is a different legal system. RCDC’s short commitments and any locally approved deductions cannot be calculated by copying the NMCD rate.

Request NMCD Release Records

A precise NMCD request identifies the offender by full name and NMCD number. Specify the judgment and sentence, release calculation, earned and forfeited deductions, and actual discharge entry sought. NMCD identifies its NextRequest portal as its only regularly monitored online submission route. The request is for existing records, not a demand that staff predict an unconditional date.

NMCD’s IPRA notice lists a records custodian at P.O. Box 27116, Santa Fe, NM 87502-0116, telephone 505-629-2583. It states charges of 25 cents per ordinary page up to 11 by 17 inches, $1 per page for records derived from inmate tablets, and actual or department cost for other formats, usually prepaid. Recheck the notice before ordering.

Policy CD-040100 permits inspection of public, nonexempt inmate-file documents after a proper written request and states that NMCD does not destroy the inmate file under agency policy. Investigations, presentence and preparole reports, supervision history, police reports, confidential matter, and security alerts can be protected. A parole certificate is placed in the file, given to the person on the release date, and provided to the parole officer, subject to the custodian’s access decision.

NMCD Records and Contact

Use the office that holds the fact. OMS handles calculation context. The responsible institution verifies movement. Victim Services provides eligible release-date, location, and supervision information. The Portales District Office verifies a displayed local probation or parole status. NMCD’s general search-page contacts are not a live release hotline.

NMCD Victim Services is listed at 877-842-8464, Monday through Friday, 8 a.m. to 5 p.m. Mountain time, for eligible release, location, or supervision inquiries.

NMCD Active and Inactive Search

The successful manifest capture of the live NMCD search form shows the Active, Include Inactive, and Absconder Only choices.

The filter is a search aid, not a legal conclusion. Open the result, match identity, and reconcile it with the release or supervision record.

Active

A search setting for current NMCD custody or supervision records.

Inactive

A broad query category that still requires record-level interpretation.

Absconder

A supervision status involving alleged noncompliance, not proof that the historical release never occurred.

Projected date

A calculation that may change before actual release.

Roosevelt State Release Verification

No NMCD prison sits in Roosevelt County, but the Region IV supervision system includes Portales. A county resident’s state record may therefore involve a prison elsewhere and a local supervision office after release. Search statewide. Do not limit the institution field to Roosevelt County.

When records conflict, use the dated NMCD result, institution verification, judgment and sentence, OMS calculation, and supervision record. A grant of parole with an effective date does not itself prove the person physically left prison that day. Likewise, an RCDC transfer date is not the state release date. The Roosevelt County release search helps keep the county episode separate from the state episode.

NMCD Record Retention Context

New Mexico’s retention schedule treats penitentiary inmate files and parole or probation files as permanent, with archival transfer after the stated long period. Retention does not mean that every field remains online or publicly available. A retained file may contain exempt sections, while a public search result can change or disappear.

The safest statement records what the source actually showed on the date checked. For an actual discharge, obtain the NMCD status or discharge entry and confirm continuing supervision. For a projected event, label it as projected and explain that the responsible calculation can change.

NMCD Release Supervision Records

After prison release, Region IV covers eastern and southeastern New Mexico, including the Ninth Judicial District and Portales. Begin with the NMCD Offender Search, open the matching record, copy the precise supervision wording and displayed office, then call the office when current legal status must be confirmed. A real-time supervision update can establish active probation or parole, but it does not replace the institution’s actual prison-release entry.

A warrant or absconder label reflects alleged noncompliance and possible arrest authority. It does not erase the earlier physical release. Conversely, absence from the supervision search does not prove unconditional discharge. Verify identity, timing, court jurisdiction, and whether another sovereign supervises the person. Sentence and calculation records belong with Offender Management Services. The state prison date and the supervision end date answer different questions and should be recorded separately.

NMCD Release Alert Limits

New Mexico VINE is an alert layer, not the state’s full historical discharge record. NMCD’s researched service notice reports upgrade effects on state-corrections searches, new registrations, and most notifications, while existing release alerts continue. Check the current notice before relying on registration or search availability.

An alert can arrive after source-system processing and may describe an event that still needs interpretation. Confirm the actual prison departure with NMCD and the responsible institution. Formal written notice for qualifying victims is also separate from VINE and requires the prosecuting District Attorney’s registration route. One registration does not automatically create the other.
