Roosevelt County Released Inmates
A release is an event in a custody record. It is not just a missing name. The Roosevelt County Detention Center, often shortened to RCDC, is the local custody hub. Its official page does not provide a public roster, a released-person archive, or a booking gallery. When a person leaves RCDC, the county booking and release record supplies the strongest proof of when the person departed, what authority allowed the departure, and whether another agency received custody.
The next record depends on the event. Bond, time served, probation, dismissal, or a court order may return a person to the community. Parole follows state imprisonment and leaves the person under supervision. A transfer to the New Mexico Corrections Department, the U.S. Marshals, the Federal Bureau of Prisons, ICE, or another jail is not a community release. Escape and death also end physical presence at one facility, but neither should be labeled as a routine release. Roosevelt County release records must be read with that distinction in mind.
Roosevelt County Release Types
The release reason explains which source should be checked next. A court docket may show the legal order before the person physically walks out. The jail release timestamp then confirms the actual departure. If custody continues elsewhere, the receiving system supplies the next status.

Roosevelt County Release Record Fields
Roosevelt County does not promise these fields in an online view. There is no official released-person view. Instead, request the booking episode and ask the records custodian for the fields needed to match the correct person and event. Public access may be limited by redaction, an exemption, or a court order.

A projected, tentative, scheduled, eligibility, or maximum date is not the same as the actual release timestamp. Those dates can move due to jail credit, earned deductions, discipline, a new court order, detainers, parole action, or a correction. Copy the agency’s exact label instead of converting every date into “released.”
Request Roosevelt County Release Records
The county accepts public-record requests under the New Mexico Inspection of Public Records Act, NMSA 1978 §§ 14-2-1 through 14-2-12. Written requests receive the Act’s formal procedures. The request must include the requester’s name, address, email address, and telephone number and must describe a record with enough detail for staff to locate it.
- Identify the full name, date of birth if known, booking number if known, booking date, and a narrow release-date range.
- Ask for the booking and release record, actual release time, type, authority, and receiving agency. Add the booking photo only if it is needed.

- Ask for electronic copies when available. The county notes that electronic delivery may reduce cost.
- Read any denial or redaction explanation and request the cited legal basis when clarification is needed.
The county says inspection must be allowed at once or as soon as practical, no later than 15 calendar days. If inspection is not allowed within three business days, the requester should receive a written notice stating when the records or response will be available. An overly broad request can require more reasonable time after notice. Listed administrative copy charges reach $1 per ordinary page, $10 per CD, and $20 per DVD. Roosevelt County Release Retention
New Mexico’s general schedule gives jail inmate files a five-year retention period after a file closes under Rule 1.21.2.902 NMAC. Penitentiary inmate files and parole or probation files are permanent, with archival transfer after the periods stated in Rules 1.21.2.904 and 1.21.2.906. Retention is not the same as web display. A file may still exist even though no result is online, and a retained file can contain parts that are exempt from public access.
New Mexico’s Criminal Record Expungement Act, NMSA 1978 §§ 29-3A-1 through 29-3A-7, creates a petition process for eligible arrest and conviction records. The result depends on the offense, disposition, waiting period, notice, and judicial findings. A sealed or expunged record can disappear from public search or be withheld. That absence does not prove the event never happened. It means public access may now be restricted.
The official retention schedule distinguishes the underlying file from a short-lived online entry.
This schedule provides a historical request path even though Roosevelt County publishes no release archive.

One Roosevelt County release can cross three local court channels. District Court at 109 W. First St. in Portales handles felony matters and lists 575-359-6920. Magistrate Court at 1630 N. Boston Ave. handles misdemeanor and traffic matters and lists 575-356-8569. Portales Municipal Court handles municipal cases; the county detention directory lists 575-356-4923. The correct clerk depends on the case that authorized custody.

Review entries for bond, dismissal, plea, judgment, sentence, probation, commitment, warrant, satisfaction, or discharge. The portal is not the official record and does not supply filed documents. Request the actual order from the proper clerk when exact terms matter. A court order may be entered before RCDC processes the physical release, so reconcile it with the jail timestamp.

Find Roosevelt County Released Inmates
The most reliable search sequence follows the person from one official source to the next. RCDC has no released-person feed, so a named-person search begins with a narrow facility check and continues through the court and any receiving agency. A person absent from an online system has not been proven released.
- Confirm that the person was booked at RCDC. Call 575-356-6871 for a narrow, current status question.
- Ask whether the person left RCDC and whether another agency received them. Seek the written county release record for durable proof.
- Search the correct New Mexico court docket for the order, bond action, disposition, judgment, or warrant.
- Use NMCD only if state prison or state supervision is plausible. NMCD has no jurisdiction over county or city detention facilities.
- Check VINE for a custody event or notification when the service is available, then verify any alert with the source agency.
- Use BOP for designated federal inmates, ICE ODLS for immigration custody, and USMS or federal court channels for federal pretrial movement.
- Submit a focused county IPRA request when public searches do not resolve the release.

NMCD Search for Roosevelt County Releases
The New Mexico Corrections Department Offender Search covers people incarcerated by NMCD and those on probation or parole. It does not cover ordinary RCDC custody. Adult Prisons Division data updates nightly and can take up to 24 hours to appear. Probation and parole information updates in real time, but NMCD still tells users to call the listed institution or supervision office to verify movement, location, or legal status.

For a state sentence calculation, Offender Management Services maintains earned and forfeited credit context. Victim Services says eligible victims or family members may obtain release-date, location, and supervision information at 877-842-8464 during its listed weekday hours. The general search page warns that central and records offices do not provide live release status through that general channel.
Roosevelt County Release Notifications
RCDC links directly to VINELink. New Mexico VINE can send custody and release alerts from participating sources in English, Spanish, and Navajo. NMCD’s current notice reports an upgrade affecting state-corrections searches, new registrations, and most new notifications, while existing NMCD release alerts continue. Check that notice on the day of use. An alert is a lead, not the final record.
Federal systems remain separate. The BOP locator searches the federal population from 1982 onward and can show a release date or released status. USMS handles many federal pretrial movements without a public jail-style roster. ICE’s ODLS uses either A-number and country of birth or name, date of birth, and country of birth. A county entry showing transfer to USMS or ICE means the person left county custody, not that the person entered the community.

Roosevelt County Release Care Support
RCDC’s Medication Assisted Treatment program began in 2021 and provides a local transition layer for people in treatment. The county describes therapy in custody, discharge services, and reentry help that continue across the move from incarceration to release. The program contact is 575-359-4825, extension 180.
This service is about continuity of care and recovery. It does not confirm a release, replace the jail record, or determine a court outcome. A person or support contact can use the program line for treatment transition while using RCDC, the court, and any supervision office to verify legal status.
Roosevelt County Booking Fee Repeal
Roosevelt County Resolution 2023-10 repealed the 2015 resolution that had imposed a booking fee on detainees. Older descriptions may still repeat the former rule. They should not be treated as current release-cost information. The county resolutions page is the official source for the repeal.

Copy charges for an IPRA response are a separate issue and should be confirmed with the custodian before an order is placed.
Roosevelt County Custody Mail Clue
The RCDC correspondence rule offers a small but useful local lesson. Staff check incoming mail to determine whether the detainee is still held. If not, the mail is returned unopened. This process is not a public search tool and should never be used as one.
It does show why current detainee services do not form a historical release archive. Mail, commissary, visitation, and phone services are tied to current custody. Once the person leaves, the county release record and court file carry the historical proof.
Roosevelt County Jail Record Context
Roosevelt County reported that RCDC had been accredited through the New Mexico Adult Detention Professional Standards Council since January 2017. It also reported a certificate term running from March 9, 2023 through March 8, 2026. That term has passed. Current accreditation must be checked before it is described as active.
The dated term remains useful facility history, but it does not change how a release is confirmed. The RCDC release record, the court, and any receiving or supervising agency still control the custody trail.
